Lost the operating manual (passport) at the counter, is it possible to restore?

We cannot retrieve an operation manual (certificate) in full with stamps of calibration and technical inspection without providing the device to the company. In this situation, we propose to issue a duplicate of the operation manual (certificate).

When produced, each meter is subject to testing and calibration, after which the product monitoring service puts a stamp in the operation manual (certificate), a verification officer seals the meter with a seal in the form of a sticker with an impression of the verification stamp, and puts stamp impression, signature and the date in the operation manual (certificate).

A duplicate of the operation manual (certificate) will not have these stamps and records, but a cover letter confirming the duplicate will be attached to it. A duplicate with a cover letter will be sent to you by mail.

As a rule, if there is a duplicate with a cover letter, the consumers do not have problems with the registration and operation of the device.

Send an application with the following information to have a duplicate of the operation manual (certificate) issued:

  • type of device (e.g. for SKHV-15, SKHV-15D, SKHV-20, SKHV-20D, SGV-15, SGV-15Д, SGV-20, SGV-20D water meters);
  • device No.;
  • production year;
  • antimagnetic protection available;
  • full name and postal address.

All information concerning the device shall be displayed on the front surface of the device.

For which installation option (horizontal or vertical) is a meter supplied by the manufacturer?

SGBM-1,6 gas meter can be installed both on the horizontal and on the vertical pipe of the gas pipeline, i.e. it is a multipurpose meter.

When checking meters a property management company thinks that the meters were sealed incorrectly, in other words, only nuts were sealed, and the meter itself has no seals, a film with a verification mark does not replace a seal.

At present, our company uses seals in the form of a rupture film with an impression of a verification mark, so-called decals, which confirm primary calibration at the manufacturing plant when a meter is released from production, to seal the meters, in accordance with paragraph 2 of PR.50.2.007-2001.

In “Preparation of a meter for operation" section of the operation manual (certificate) for the device, it is indicated that both a plastic seal, and a rupture film with an impression of a verification mark (decal) can be used.

The use of decals for sealing of the meters is based on a letter of permission of GOST No. 410 / 53-9 dated 04.01.2001.

With what reading on the indicator are SGV-15, SKHV-15 meters sold?

According to the technological process of meter production, accumulated operating time of a meter during testing can vary from 1 to 10 m3. The availability of reading in this range provides evidence of necessary tests and calibration.

How mandatory are the requirements for installation of a pressure regulator and the filtering tap specified in section 1 of the operation manual (certificate) for the device?

There are no requirements for mandatory use of a pressure regulator and a filtering tap in GOST R 50601, for compliance with which water meters are produced, as well as in GOST 50193.2, which regulates the requirements for installation of water meters.

The requirements specified in section 1 of the operation manual (certificate) on the use of a pressure regulator and a filtering tap are recommendatory. Recommendations on the use of a pressure regulator are introduced in the operation manual (certificate) based on the analysis of the claimed products. A failure of the meter as a result of a hydraulic shock and contamination of the flow measuring part does not fall under the terms of the warranty, since the requirements of the “Operation Guidelines” section of the operation manual (certificate) can be violated.

May a water supplier re-seal a SGV-15 meter through the holes in the nuts of the fittings while preserving the manufacturer’s sealing ring safe?

According to Clause 81 (11) of the Terms of providing public services to owners and users of premises in apartment buildings and houses (approved by RF Government Decree No. 354 dated 06.05.2011, as amended on 25.12, 2015), a meter must be protected from unauthorized interference.

According to Clause 3 of GOST R 50193.2 “Measurement of water flow in closed channels - Water meters for cold drinking water - Requirements for installation”, “When installing a meter, the following accessories are used: 3.1.4. If necessary, seal the connection of a meter with the supply pipe in order to detect the unauthorized removal of the meter.”

In accordance with these requirements, water suppliers carry out additional sealing of the place of connection of the device with a water supply.

Is it possible to take a reading from water meters remotely?

There is a possibility to take a reading remotely.


There are modifications of meters with magnetically controlled sealed contact installed inside them. You may take reading from such meters remotely. Such meters have letter D in their name, for example - SGV-15D. According to the appearance, it is an ordinary meter, but with a pair of wires from 0.5 to 1.5 m come out of it (the length is determined by the supply contract).


For the SKHV-15D, SGV-15D, SKHV -20D, SGV-20D meters modification a remote output signal has the following pulse parameters:

Pulse scale division is 0.01 cubic meters (1 pulse per each 10 liters)

Current, mA - from 0,1 to 50

Voltage, V - from 0,5 to 18


These water meters are designed for connection to the data collection system with galvanically isolated potential-free contacts (so-called “dry” contacts). This system was developed by MCC BETAR Ltd. AUTOMATED METER READING SYSTEM “INSPECTOR” is designed for accumulation, processing, storage and transmission of information on consumption of cold and hot water consumed, natural and liquefied hydrocarbon gas, amount of electricity, heat energy to the customer (service provider, settlement center, controlling organizations).

What is the accuracy class of household water meters manufactured by MCC BETAR Ltd?

Metrological class B for SGV / SKHV-15 and SGV / SKV-20 meters upon horizontal installation, metrological class A for meters upon non-horizontal installation.

Only horizontal installation is allowed for SVM-25/32/40 meters, at that, the meters have metrological class B.

There is also a water meter SVM-40S, for which only horizontal installation is allowed, at that, the meters have metrological class C.

How to know the pressure established on RD-15 meter? Can I change it?

The main purpose of a pressure regulator is to protect the taps, meters and pipeline accessories in the apartment from damage at sudden pressure shock in the water supply system. I.e. it is like fuse plugs of the electric meter - they are forced out at a sharp shock of current / voltage, thereby they save your household electrical equipment. A regulator serves also for even distribution of pressure on all floors, this is important when there is pressure on the lower floors, but no pressure on the last floor.

At the facility, the pressure regulator is adjusted to a certain pressure range (maximum up to 4 kgf). Self-regulation of the pressure regulator is impossible - you can disrupt settings.

What type of batteries is used in SG-1 gas meters?

  1. Two types of batteries: ER26500M and SL-770 were used in SG-1 gas meters with an electromechanical reading device.
  2. The CR2477 battery was used in the SG-1 gas meters with liquid crystal display.

What are the installation dimensions (from the floor to the meter and from the kitchen stove to the meter), since they are not specified in the certificate for the meter?

Organizations, which install household gas meters, act in accordance with regulatory documents in force in the gas sector. One such document is a set of rules 42-101-2003, where all the installation dimensions are specified:


“6.47 Meter installation is provided based on the convenience of their mantling, maintenance and repair. The height of installation of the meters shall be 1.6 m from the floor of the room or the ground.”


“6.49 Meter installation indoors is provided outside the zone of heat and moisture emissions (away from the stove, sink, etc.) in naturally ventilated areas. It is not recommended to install the meters in stagnant zones of the room (areas of the room fenced from the ventilation duct or window, niche, etc.). The distance from the installation of meters to the gas equipment is taken in accordance with the requirements and recommendations of manufacturers specified in the certificates for the meters. When above-mentioned requirements are not available in the certificates, the meters shall be installed at a distance (radially) not less than:

- 0,8 m from a household gas stove and heating gas-using equipment (a capacitive and instantaneous water heater, a boiler, a heat generator); ".


But these regulations are of a recommended nature. The design of a meter provides safe operation of the device at a distance (radially) not less than 300 mm from the household gas stove.

Is it possible to restore the reading of a gas meter after the battery became low (when the battery is changed)?

When the power is off (or the battery is dead), the readings are stored in non-volatile memory. When the power is on, the readings are again displayed on the LCD.

Are the T-pieces of SG-1 and SGBM-1.6 gas meters interchangeable?

Yes, the T-pieces of SG-1 and SGBM-1,6 gas meters are interchangeable.

What is the calibration period of SGV-15 and SKhV-15 meters of antimagnetic type?

The procedure for calculation of the calibration period of SKHV -15, SGV-15 meters is the same, both for devices, which do not have antimagnetic protection, and for antimagnetic devices.

What is the procedure for warranty maintenance of water and gas meters?

Manufacturer's warranties are specified in the “Manufacturer's warranty” section of the operation manual (certificate) for the device.

For warranty service, you can contact the store (organization) where the meter was purchased, the manufacturing company or the nearest official regional office of MCC BETAR Ltd. Contact information on representative offices is specified in the operation manual (certificate) for the device and on the official website.

As for a gas meter, you should first contact the organization, which installed the meter to dismantle it and draw up an act of its malfunction.

Meters are accepted for warranty repair provided that the seals are secure, there is an operation manual (certificate) for the device and there are no mechanical damages, and a malfunction report shall be enclosed to a gas meter.

Meters that are not subject to warranty repair as agreed with the consumer shall be repaired on a paid basis or may be replaced with new ones at additional charge.

Meters produced by MCC BETAR Ltd. can be delivered in several ways: by mail, by a transport company to Kazan and directly to the manufacturer.

Within 20 days the meters will be repaired and sent to the consumer in the same way.

What is the procedure for replacement of old meters with new ones at additional charge for individuals and self-employed persons?

A replacement service at additional charge is a counter purchase-sale, i.e. MCC BETAR Ltd. buys old meters, and in exchange sells new meters in the same quantity at a reduced price.

Both SGV, SKHV-15, 20 water meters manufactured by MCC BETAR Ltd. with expired warranty period or expired calibration period, and third-party water meters with Du15, 20 with brass casing shall be replaced at additional charge. SG-1, SGBM-1.6 gas meters manufactured by MCC BETAR Ltd. shall also be replaced at additional charge. The prices for purchase and sale are specified in the price list for additional services on www.betar.ru.

To replace the meters, the consumer shall submit the following data: a replacement application specifying the quantity and type of meters, his/her passport data and TIN. Based on the data received, a contract of exchange will be concluded and an invoice will be issued to the consumer. Old meters can be delivered to MCC BETAR Ltd. in several ways: by mail, transport company to Kazan and directly to the manufacturer.

After paying the bill and signing the contract, new meters will be sent to the consumer in the same way.

Who shall calibrate the meters? Where shall the meters be calibrated, directly on the site of their installation or shall they be sent anywhere?

According to paragraph 3.16 of the Metrology Regulations 50.2.006-94 “Procedure for calibration of measuring instruments”, the owners of measuring instruments shall provide the delivery of measuring instruments for calibration.

You may contact the nearest center of standardization and metrology for calibration, usually periodic calibration services are rendered by them.

There is a possibility of calibration without dismantling the meter using portable calibration installations. As a rule, periodic calibration is carried out by regional standardization centers (Centre of Standardization, Metrology and Certification) and their branches.

Why is a calibration interval calculated in years, not in cubic meters?

There are situations when a meter is installed, but water is not almost consumed, a water supplier requires calibration or replacement of the meter, and the meter shows only 10 cubic meters.

Is it possible to revise a calibration period taking into account the volume of the “counted” water. A water meter is a means of measurement and is subject to mandatory calibration when released from production and periodic calibration at certain calibration periods that are not related to the volumes of accounting water in accordance with Metrology Rules 50.2.006-94.

A calibration period is established by the Federal Agency for Technical Regulation and Metrology of the Russian Federation (Gosstandart of Russia (State Committee of the Russian Federation for Standardization and Metrology) when approving the type of device.

The manufacturer does not have any right to change the established frequency of calibration.

How is a calibration period of SGV-15 water meter calculated for installation of the meter in cold water?

Calibration periods are different for SGV hot water meters (SGV-15, SGV-15D, SGV-20, SGV-20D), produced at different times and are calculated as follows:

  • until June 2005 a calibration period is 5 years;
  • from June 2005 till October 20, 2006:
  • 4 years for SGV hot water meters, regardless the water the meter is installed to measure.
  • after 20.10.2006:
  • 6 years – when meters measured cold water;
  • 4 years – when meters measured hot water.
  • A calibration period is 6 years for SGV hot water meters released after 17.05.2013 regardless the water the meter is installed to measure.

What is the service life of the SKHV, SGV water meters?

The average service life of SKHV (SKhV-15, SKHV -15D, SKHV -20, SKHV -20D) cold water meters and SGV (SGV-15, SGV-15D, SGV-20, SGV-20D) hot water meters is 12 years. This information is specified in Clause 2.2 of the certificate for the device (Clause 2.4 of the Operation manual).

How to make sure that the SKHV, SGV water meters have antimagnetic protection?

In the event that the SKHV (SKHV-15, SKHV -15D, SKHV -20, SKHV -20D) cold water meters and SGV (SGV-15, SGV-15D, SGV-20, SGV-20D) hot water meters have antimagnetic protection, there an inscription “Antimagnetic” on the device and in the operation manual (certificate).

The time for calibration of the water meter expires. What should I do to extend the operation of the meter?

After the expiry of the calibration period, it is necessary to carry out periodic calibration of the device (section "Maintenance" of the operation manual (certificate) for the device).

Upon positive results of periodic calibration, the device is allowed to be operated during the next calibration period, however, if the device has not been tested within the specified time, it can not be used for water measurement.

As a rule, periodic calibration is carried out by regional standardization centers (Centre of Standardization, Metrology and Certification) and their branches.

SGV-15 water meter is kept in storage, can the meter be installed without calibration after storage?

A water meter is a measuring device and according to Metrology Rules 50.2.006-94 “The procedure for calibration of measuring instruments” is subject to mandatory calibration when released from production and periodic calibration after certain calibration periods that do not depend on whether the meter is installed or is in in keeping.

According to Clause 2.14 of Metrology Rules 50.2.006-94 “Exceptional calibration of measuring instruments ... conducted while commissioning of measuring devices after long-term storage (more than one calibration period).”

Thus, if a meter is stored for more than one calibration period (specified in Clause 7.1.3.1 of the operation manual (certificate), it can not be used for measurement without calibration, but if the device is found to be appropriate according to the results of calibration, the device can be installed.

From when is a calibration period calculated?

Calibration period is calculated from the date of calibration at the manufacturing plant, which is specified in “Certificate of calibration” section of the operation manual (certificate) for the device.

May I use the meters that have expired calibration period?

A water meter is a measuring device and according to Metrology Rules 50.2.006-94 is subject to mandatory calibration when released from production and periodic calibration after certain calibration periods.

At the end of the calibration period, the device is subject to mandatory periodic calibration. Upon positive results of periodic calibration, the device is allowed to be operated during the next calibration period, however, if the device has not been tested within the specified time, it can not be used for water measurement.

What about water measurement during calibration?

According to Clauses 59, 60 of the Terms of Providing Public Services to Owners and Users of Premises in Apartment Buildings and Houses (approved by RF Government Decree No. 354 dated 06.05.2011, as amended on 25.12, 2015, amdt. No.16):

In the event of failure, loss or during a calibration period of the meter, from the date when the specified events occurred, and if the date can not be established, it starts from the estimated period in which the specified events occurred, until the date when the utility consumption measurement was renewed by putting into operation of the metering device that meets the established requirements, but not more than 3 measurement periods in sequence for dwelling premises and not more than 2 measurement periods in sequence for a non-residential premises; volumes (amounts) of consumption of cold water, hot water, domestic wastewater for calculation of the amount of utility bills are calculated on the basis of the calculated average monthly volume of consumption of a communal resource determined by the indications of an individual or common (apartment) meter for at least six months, and if the period of operation of the meter is less than 6 months - then for the actual period of operation of the meter, but not less than 3 months.

After the specified maximum number of calculation periods, the fee is calculated based on the norms of consumption of the relevant public services.
